What is the difference between the private and public CCL library?

Solution
OSLO has a special file system containing root subdirectories for public and private files.
Public files are ones that are either issued by Lambda Research Corporation, or ones that you place there for general use. Note that if you install a later version of OSLO in the same install directory, files in the public directory that were originally created by Lambda Research may be overwritten. Lambda Research reserves the right to make changes to and improve the files in the public directory over time.
Private files are ones that you create or use yourself. There can be only one public directory in a given installation of OSLO, but there can be several private directories. The private directory that is actually used is the one pointed to by the OSDATA environment variable, which can be set in your autoexec.bat file, or in the system control panel in Windows NT.
Please note that the term "private" does not imply any sort of security or restricted access; it is simply a file structure convention.
