I notice that if I use my IntelliPoint wheel mouse to roll up and down on any of the spreadsheets in OSLO, it works in only one direction. After I hit the bottom of the spreadsheet, the mouse wheel works for rolling up only. If I have too many element groups in the surface data spreadsheet, then it won't work at all. Is this normal?

Solution
You might have a conflict in the drivers that control the wheel mouse. Try disabling the wheel support of IntelliPoint mouse for the OSLO program, then the OSLO internal wheel support will take over and it will work again.
